Analyzing Future-Oriented Strategies Effective on the Development of Rural Areas in Taft County with a Priority on Establishing Creative Tourism Clusters

Abstract

Given the economic and cultural challenges in rural areas and the need to recreate development models, it is of particular importance to explore forward-looking strategies for creating creative tourism clusters. Using local potential and strengthening cultural identity as a driving force for sustainable developments can pave the way for economic and social growth and improving the quality of life in these areas. Therefore, in the present study, an attempt was made to identify internal resources and capabilities, macro-environmental factors, and positive points, in addition to searching for practices, and to present positive solutions to urban managers and officials regarding the development of villages in Taft County with priority to creating creative tourism clusters. This study is applied in terms of purpose and descriptive-analytical in terms of data collection, and the data collection tool is a questionnaire. The Meta-SWOT model and PESTEL analysis were used to analyze the information. The results of this study indicate that the internal resources and capabilities of Taft County villages play a different role in the feasibility of creating creative tourism clusters. Some of these resources have higher weight and importance and are recognized as strategic advantages. Key factors such as pristine natural heritage (old orchards, natural landscapes), traditional adobe architecture (windbreaks, sabats), local handicrafts, ecotourism accommodations, and strong social cooperation play the greatest role in achieving this goal. These factors, in line with the feasibility of developing Taft villages by creating a creative tourism cluster, indicate their value, inimitability, and strategic fit compared to other factors.
