Governance of Integrated Settlement Systems in India: A Multi-Level Quantitative Planning Model for Regional Futures

Abstract

Background: Contemporary settlement systems shaped by corridor-based growth, peri-urbanization, secondary-city expansion, digital restructuring, and climate exposure have outgrown the administrative boundaries that govern them, producing a structural mismatch between functional regional flows and jurisdictional authority. This gap is especially acute in rapidly urbanizing regions of the Global South, exemplified by India's Delhi-National Capital Region (NCR), a four-state, 58-million-person mega-region marked by deep institutional fragmentation despite high functional integration.
Objectives: This study aims to (i) translate settlement integration, governance polycentricity, and adaptive capacity into quantifiable constructs; (ii) develop a quantitative framework linking these constructs through testable causal relationships; (iii) empirically ground this framework in the Delhi-NCR case; and (iv) model alternative governance futures to 2050 to assess how institutional reform could reshape regional development trajectories.
Methodology: The study adopts a quantitative, index-based modelling design combined with scenario analysis. It develops the Integrated Settlement Governance Framework (ISGF-Q), comprising three composite indices the Settlement Integration Index (SII), Governance Polycentricity Index (GPI), and Regional Adaptive Capacity Index (RACI) constructed from secondary data on economic, transport, digital, and ecological indicators for the Delhi-NCR. Three governance scenarios (business-as-usual, polycentric coordination, and centralized consolidation) are simulated to 2050, with sensitivity analysis on index weightings.
Results: Simulations to 2050 of higher polycentric coordination coupled with future-oriented infrastructure alignment also shows that spatial inequality, commuting burdens, and climate exposure risk are reduced by about 1824 percent, 2228 percent, and 1520 percent respectively compared to business-as-usual pathways.
Conclusion: The research has theory level implications, by formalizing the relationship between settlement integration and polycentric governance; methodology, by combining composite index with dynamic scenario modelling; and normativity, by describing the measurable roadways of governance reforms which could be applied in the OECD setting as well as in the Global South setting.
