Abstract

In light of increasing urban challenges and the imperative to enhance the resilience of cities against crises and sudden changes, the utilization of emerging technologies such as Artificial Intelligence (AI) has been proposed as an effective strategy. The present study aims to investigate the role of AI in improving urban resilience, focusing on the city of Urmia as a case study. Employing a mixed-methods approach, quantitative data were collected through standardized questionnaires and analyzed using SPSS software alongside Partial Least Squares Structural Equation Modeling (PLS-SEM). Additionally, qualitative data were obtained through interviews with urban managers and AI specialists to deepen the understanding of the findings. Results indicated that AI has a significant impact on all dimensions of urban resilience including social, infrastructural, economic, and environmental aspects with the greatest influence observed on social and infrastructural resilience. The structural model demonstrated that AI accounts for over 63% of the variance in overall urban resilience. Conversely, obstacles such as data fragmentation and a shortage of interdisciplinary specialists were identified as barriers to full utilization of AI technologies. Ultimately, the study emphasizes that developing data infrastructure, enhancing digital literacy, and formulating smart governance strategies are among the most critical measures to realize AI-based urban resilience. The findings align with both domestic and international research, confirming the pivotal role of emerging technologies in sustainable urban management and providing a solid foundation for forward-looking urban planning.
