آینده‌پژوهی پیشران‌های کلیدی مؤثر بر توسعه شهری مناطق مرزی بر اساس رویکرد حکمروایی شهری و منطقه‌ای (مطالعه موردی: جوانرود)

چکیده

حکمروایی شهری به‌عنوان یکی از راهبُردهای مهم دستیابی به توسعه پایدار از اهمیت خاصی برخوردار است که در کانون بحث این تحقیق برای شهر مرزی جوانرود قرارگرفته است. رویکرد تحلیل در این مقاله، بر اساس جایگاه حکمروایی در تحقق‌پذیری توسعه پایدار شهرهای مرزی است. رویکرد گردآوری داده‌ها، رویکرد تعاملی خبره محور و روش تحلیل، کمی و کیفی بوده و روش تحقیق توصیفی - تحلیلی بوده است. نتایج نشان داد که مجموعاً 7 متغیر شایسته‌سالاری در انتخاب مدیران شهری، هماهنگ بودن برنامه‌های سازمان‌های مرتبط با مدیریت شهری، ارتباط متقابل و تعامل سازنده میان نهادهای دولتی و خصوصی، به‌کارگیری تمهیدات و راه‌حل مناسب برای قانونمند بودن مدیران شهری، تأثیر شبکه‌های اجتماعی در مشارکت نهادهای مدنی تعاونی‌ها و بخش خصوصی، تبادل‌نظر مدیران شهر در تصمیم‌گیری‌های مربوط به مسائل شهر با شهروندان، به‌کارگیری توانایی مناسب ظرفیت‌های شهر در توسعه شهری به‌عنوان مهم‌ترین عوامل تأثیرگذار در تحقق‌پذیری توسعه پایدار در حوزه حکمروایی شهری انتخاب شدند.

چکیده [English]

Urban governance as one of the important strategies to achieve sustainable development is of particular importance, which is the focus of this research in the border city of Javanrood. The analysis approach in this article is based on the position of governance in the realization of sustainable development of border cities. The data collection approach is an expert-oriented interactive approach, the analysis method is quantitative and qualitative, and the research method is descriptive-analytical. The results showed that a total of 7 meritocracy variables in the selection of city managers, the coordination of the programs of organizations related to city management, mutual communication and constructive interaction between public and private institutions, the use of appropriate measures and solutions for the legality of city managers, the influence of social networks on the participation of civil institutions and the private sector, the exchange of opinions of city managers with citizens in decisions related to city issues, the appropriate use of the city's capacities in urban development were the most important influencing factors in the realization of sustainable development in the field of urban governance.
