تحلیلی بر آینده توسعه منطقه‌ای مکران با نگاهی به روندها

چکیده

شهرها به‌عنوان مراکز انباشت ثروت، انرژی و فناوری، نقش کلیدی در فرآیند توسعه پایدار ایفا می‌کنند. ازآنجایی‌که شهرها محل تمرکز فعالیت‌های اقتصادی، فرهنگی و اجتماعی هستند، برنامه‌ریزی صحیح و استفاده بهینه از منابع می‌تواند موجب رشد پایدار و ارتقای کیفیت زندگی در سطح ملی شود. در این راستا، راهبردهای توسعه‌ای برای شهرها باید به‌گونه‌ای طراحی شوند که هم با نیازهای امروز و هم با چشم‌انداز آینده هماهنگ باشند. هدف راهبرد توسعه منطقه‌ای ارتقاء وضعیت اقتصادی، اجتماعی، فرهنگی و زیست‌محیطی مناطق مختلف یک کشور است. این راهبرد به‌منظور کاهش تفاوت‌های منطقه‌ای، بهبود شرایط زندگی در مناطق کمتر توسعه‌یافته و استفاده بهینه از منابع محلی و مزیت‌های رقابتی مناطق مختلف طراحی می‌شود. هدف تحقیق تحلیلی بر آینده توسعه منطقه‌ای مکران است. روش تحقیق از نظر هدف کاربردی و به لحاظ نوع آن توصیفی - تحلیلی و بر اساس مدل‌های آینده‌پژوهی با سنتز اسنادی و پیمایشی انجام یافته است. آینده توسعه منطقه‌ای مکران می‌تواند بسته به نحوه مدیریت منابع، حکمرانی و همکاری بین بخش‌های مختلف، در سه سناریو قرار گیرد. سناریوهای خوش‌بینانه می‌توانند منجر به رشد و توسعه پایدار در منطقه شوند، اما در سناریوهای بینابین و بدبینانه، چالش‌های جدی ممکن است فرآیند توسعه را کند یا حتی متوقف کنند. برای دستیابی به آینده‌ای مثبت و پایدار، توجه به حکمرانی یکپارچه، سرمایه‌گذاری در زیرساخت‌ها و مدیریت مؤثر منابع طبیعی از اهمیت بالایی برخوردار است.

چکیده [English]

Cities, as centers of wealth, energy, and technology accumulation, play a key role in the process of sustainable development. Since cities are the focal points of economic, cultural, and social activities, proper planning and optimal use of resources can lead to sustainable growth and enhance the quality of life at the national level. In this regard, development strategies for cities should be designed in a way that aligns with both today's needs and future visions. The goal of regional development strategy is to improve the economic, social, cultural, and environmental conditions of various regions within a country. This strategy is designed to reduce regional disparities, improve living conditions in less developed areas, and optimize the use of local resources and competitive advantages of different regions. The objective of this research is an analytical study of the future of regional development in Makran. The research method, in terms of purpose, is applied, and in terms of type,  is descriptive-analytical, based on future studies models with documentary and survey synthesis. The future of regional development in Makran can fall into three scenarios, depending on how resources are managed, governance, and cooperation between different sectors. Optimistic scenarios can lead to sustainable growth and development in the region, but in intermediate and pessimistic scenarios, serious challenges may slow down or even halt the development process. To achieve a positive and sustainable future, attention to integrated governance, investment in infrastructure, and effective management of natural resources is of great importance.
