چکیده

پیشینه: مدیریت پسماند جامد همچنان یک چالش بزرگ در سراسر جهان، به‌ویژه در کشورهای درحال‌توسعه، از جمله پاکستان، محسوب می‌شود.
اهداف: هدف از این مطالعه بررسی عوامل مؤثر بر تمایل به پرداخت برای بهبود مدیریت پسماند جامد در شهر کویته، بلوچستان، پاکستان بود.
روششناسی: برای این مطالعه مقطعی، از روش نمونه‌گیری چند مرحله‌ای برای انتخاب خانوارها استفاده شد. داده‌ها بین نوامبر ۲۰۲۲ تا دسامبر ۲۰۲۲ از ۴۰۰ پاسخ‌دهنده از طریق یک نظرسنجی مبتنی بر پرسشنامه جمع‌آوری شد. داده‌ها از طریق آمار توصیفی و استنباطی تجزیه‌وتحلیل شدند.
نتایج: یافته‌ها نشان داد که ۷۶.۵ درصد از پاسخ‌دهندگان تمایل به پرداخت برای بهبود مدیریت پسماند جامد (ISWM) در منطقه موردمطالعه داشتند. تجزیه‌وتحلیل رگرسیون لجستیک بر تمایل خانوارها به پرداخت برای پسماند ISWM نشان داد که سن، جنسیت، سطح تحصیلات، نوع خانواده، درآمد ماهانه و آموزش در مورد دفع زباله با تمایل به پرداخت رابطه مثبت دارند. این تحقیق به این نتیجه رسید که افراد با درآمد بالاتر تمایل بیشتری به پرداخت برای مدیریت بهتر پسماند دارند. نابرابری‌های اقتصادی بر مشارکت جامعه در مدیریت پسماند تأثیر می‌گذارد. اقدام فوری برای رسیدگی به مشکلات زیست‌محیطی و بهداشتی ناشی از دفع نامناسب زباله در کویته ضروری است.
نتیجهگیری: این مطالعه توصیه‌هایی را ارائه کرده است که شامل آغاز کمپین‌های آگاهی‌رسانی، بهبود سیستم‌های فاضلاب، جمع‌آوری منظم زباله و حمایت دولت از طرح شهر پاکیزه می‌شود.

Background: Solid waste management is continuing to be a major challenge across the globe, especially in the developing world, with Pakistan not exempt.  
Objectives: The aim of this study was to explore the factors affecting willingness to pay for improved solid waste management in Quetta Metropolitan City, Balochistan, Pakistan.
Methods: We employed multistage sampling for this cross-sectional study to select the households. The data was collected between November 2022 and December 2022 from 400 respondents through a questionnaire-based survey. We analyzed the data using both descriptive and inferential statistics.
Results: The findings revealed that 76.5% of the respondents were willing to pay for improved solid waste management (ISWM) in Quetta. The logistic regression analysis on households' willingness to pay for ISWM waste revealed that age, gender, educational attainment, type of family, monthly income, and education on waste disposal were positively associated with willingness to pay. The findings imply that people with higher incomes are more willing to pay for better waste management. Economic disparities among the respondents affect community involvement in waste management. Urgent action is needed to address environmental and health problems caused by poor waste disposal in Quetta.
Conclusion: As most Quetta residents are willing to pay for improved solid waste services, the study presents a key opportunity for municipal authorities to implement sustainable, community-supported reforms that could help alleviate budget constraints. These may include establishing a user fee system, a municipal waste fund, and a digital payment platform. The public-private partnerships (PPPs) and integration of informal collectors into formal systems can further enhance efficiency. Finally, mass awareness campaigns at the community level and in educational institutions can significantly improve waste management practices.
