Historic urban fabrics, despite possessing unique cultural and physical values, often suffer from deterioration, functional decline, and reduced spatial attractiveness, which underscores the necessity of their sustainable regeneration. Tourism development, as a key strategy for revitalizing these fabrics, requires the identification of critical drivers influencing the regeneration process. This study aims to identify and analyze the key drivers affecting the regeneration of historic urban fabrics with a tourism development approach in the city of Maragheh. The research employs a developmental-applied and descriptive-analytical methodology, with data collected through literature review and a cross-impact matrix-based questionnaire from 35 expert professionals in academic and urban management fields. The findings indicate 44 influential factors on the regeneration of historic fabrics, among which 18 key drivers—including preservation and maintenance of historic fabric, provision of banking facilities, private and public investment, recreational and leisure services, accommodation uses, tourism services, attention to non-governmental organizations, public spaces, social harms, sense of belonging, participation, technology utilization, visual quality and physical aesthetics, event organization, local education, accessibility enhancement, management of abandoned spaces within the fabric, and environmental health considerations—were identified as principal drivers. The results emphasize that the regeneration of Maragheh’s historic fabric is a multidimensional process based on the synergy of these key factors, and its successful realization requires a comprehensive and integrated approach. These findings can serve as a scientific and strategic basis for decision-makers and planners in formulating effective policies and strategies for the regeneration of historic urban fabrics.
