سنجش اقتصاد شهری پایدار بر توسعه اجتماعی- فرهنگی مناطق شهری با تأکید برنامه‌ریزی استراتژیک برایسون (موردمطالعه: منطقه 20 تهران)

چکیده

مفهوم اقتصاد شهری پایدار به یک سیستم اقتصادی در شهرها اشاره دارد که هم‌زمان با حفظ توازن بین اقتصاد، اجتماع و محیط‌زیست، بهبود کیفیت زندگی شهروندان را فراهم می‌کند و نیازهای نسل‌های آینده را نیز در نظر می‌گیرد. تحقیق حاضر ازنظر هدف از نوع پژوهش­های کاربردی، ازنظر روش گردآوری داده­‌ها از روش آمیخته­ (کمی-کیفی)، به لحاظ زمانی مقطعی و به لحاظ مکانی در منطقه 20 تهران انجام شده است. در تحلیل یافته‌­های پژوهش عوامل داخلی و خارجی مؤثر بر توسعه اقتصادی- اجتماعی محدوده در قالب ماتریس SWOT مورد ارزیابی قرار گرفت که بزرگ‌ترین عدد به‌دست‌آمده مربوط به SO که نقاط فرصت و قوت پروژه بودند و ماتریس در «استراتژی تهاجمی» قرار گرفت که نشان داد باید با بهره‌گیری از نقاط قوت از فرصت‌های موجود نهایت استفاده را کرد. سپس به­‌منظور برنامه‌ریزی توسعه در محدوده از  راهبردهای کمی(QSPM)  استفاده شد، نتایج نشان داد برنامه توسعه اقتصادی-اجتماعی مدون در محدوده (SO1) به‌عنوان اولویت اول، توجه مدیران شهری به برنامه‌ریزی راهبردی محدوده (ST1) به­‌عنوان اولویت دوم و ترغیب سرمایه‌گذاران بالاخص بخش توریسم که ماحصل اقتصادی زیادی برای محدوده دارد (SO2) دارای اهمیت بیشتری بودند. در راستای مطالب مطرح‌شده برنامه­‌ریزی استراتژیک منطقه 20 تهران با توجه به گام­‌های ده­‌گانه مبتنی بر برنامه‌­ریزی راهبردی (مدل برایسون) تهیه چارچوبی تحلیلی برای فرآیند تصمیم‌گیری استراتژیک و مرجعی برای نظارت (شهرداری منطقه 20) به­‌عنوان خروجی مدل برایسون جهت توسعه اقتصادی- اجتماعی منطقه ارائه شد.

چکیده [English]

The concept of a sustainable urban economy refers to an economic system in cities that, while maintaining a balance between the economy, society, and the environment, improves the quality of life and also takes into account the needs of future generations. Methodologically, this applied research utilized a mixed-methods (quantitative-qualitative) cross-sectional design, conducted within District 20 of Tehran. In the analysis of the research findings, the internal and external factors affecting the socio-economic development of the area were evaluated in the form of a SWOT matrix, and the largest number obtained was related to SO, which were the project's strengths and opportunities, and the matrix was placed in the "aggressive strategy", which showed that the existing opportunities should be maximized by taking advantage of the strengths. Then, quantitative strategies (QSPM) were used to plan development in the area. The results showed that the socio-economic development plan written in the area (SO1) was the first priority, the attention of urban managers to strategic planning of the area (ST1) was the second priority, and encouraging investors, especially the tourism sector, which has a large economic impact on the area (SO2), were more important. In line with the above-mentioned topics, strategic planning for District 20 of Tehran was presented, considering the ten steps based on Bryson's model, providing an analytical framework for the strategic decision-making process and a reference for monitoring (Region 20 Municipality) as the output of the Bryson's model for the socio-economic development of the area.
